On Basilisk Station by David Weber.

On Basilisk Station is an out and out space opera, chock-full of technology, political intrigue, and non-stop action that brings the adventures of the high seas to space. Honor Harrington, of the Royal Manticore Navy, excitedly prepares for command of her first starship. The thrill of command quickly gives way to reality when she finds out that her ship, HMS Fearless, has been mutilated in the name of experimental weaponry. To make matters worse she has a first officer that can barely stand to be in the same room with her. She struggles to execute her orders and when she succeeds, albeit only once, she is exiled to Basilisk Station, the navy’s dumping ground for incompetents and blacklisted officers. Her troubles have just begun. Her crew blames her for their exile. The senior officer at Basilisk is an old enemy. She is given a mission impossible to accomplish with just a single ship. The planetary natives’ favorite pass-time is smoking hallucinogens and contemplating genocide on all off-worlders. In addition, the second largest government, the Peoples Republic of Haven, is in expansionist mode with their eye on Manticore and Basilisk Station is their first stop. Through it all Captain Harrington approaches her command with determination, an iron will, and, living up to her name, Honor.
